Under the general direction of the Commissioner, the Director of Communication
is responsible for the development and execution of an enterprise
communication strategy, public information, and media relations for the
Office of Mental Retardation and Developmental Disabilities. The Director
of Communication is a member of the agency's senior leadership team.
Primary duties and responsibilities include, but are not limited to the following:

Enterprise Message - Ensure that
all public messages, either executive speeches
(the Commissioner, Executive Deputy Commissioner or other designees); written
and oral testimony; media events; public and internal reports; official
correspondence; and all similar formal, enterprise communications reflect
the agency's message (vision, mission, values, principles, strategic
imperatives, transformation agenda, etc.). The Director is also responsible
for engaging in and supporting the agency's commitment to its mission, shared
leadership and becoming a learning organization.

Public Information and Relations - Serving as the advisor to the
Commissioner on public relations policy; advise the Commissioner, the
Governor's Office, OMRDD staff and other agencies, on public relations
matters relating to the Office and its programs. The incumbent will
maintain effective liaison with various news media such as the press,
radio, television, magazines, and motion pictures; may personally serve
as the liaison officer with the news media on very sensitive or critical
situations with authority to represent the Commissioner. The Director
will also be responsible for discovering and developing appropriate media
placements for key messages and stories supportive of the enterprise message
and strategic agenda. In addition, the incumbent will supervise staff who:

Research and develop public and media statements to explain the
office's goals, philosophies, programs and services to the general
public. Submit such prepared statements for the approval of the
Commissioner and coordinate the dissemination of such information
through the Office of Public Education.

Respond to inquiries directed to the Commissioner by the general
public, constituency groups and the media

Attend meetings or conferences on behalf of the Commissioner.
May prepare and/or present speeches to such groups.

Develop public information and education programs to provide
the public with knowledge and awareness of the problems of mental
retardation and related disorders as well as treatment programs;
direct the development of curricula for mental retardation education
programs at all levels in schools and adult education programs
and coordinate efforts closely with the Education Department and
the State University; direct the production of audiovisual
materials for publicity, information, publications, etc., including
photographs, videos, and exhibits.

Generate support and or interest from the press for specific
projects the OMRDD is highlighting.

Edit speeches and testimony to be presented on behalf of the
agency at legislative and public hearings

Solicit feature stories for specific OMRDD projects.

Develop Local Communication Capacity - The Director will work with
staff at the regional and Developmental Disabilities Service Offices
(DDSO's) across the state to support their local capacity for
handling local communication and public information needs and
ensuring a coordinated enterprise message.

Supervise Organizational Units - The Director will supervise the
Office of Communication which includes an Art Director, Assistant
Director of Public Information and associated staff.
MINIMUM QUALIFICATIONS:
Candidates should have progressively responsible experience and proven
successes in enterprise-level communications strategy and significant
public relations experience in a business or human services environment.
Significant experience in public sector communications or public
relations is preferred. A Bachelor's degree is required while a Master's
degree in Communications, Journalism, or Public Relations is preferred.

Job Description
To direct psychological services at NVTC and to provide professional and
clinical supervision to Psychological Services staff in their delivery of
services to people diagnosed with mental retardation served by NVTC.
To plan, organize, and direct psychological services in the facility.
To provide professional and clinical supervision to all psychology staff
in the development and implementation of psychological services and
therapeutic behavioral programming for the residents of the facility.
Ensures compliance with regulatory agencies and adherence to the ethical
principles of the American Psychological Association and Behavior Analyst
Certification Board in the provision of psychological and behavior
analytic services.
Minimum Qualifications
Doctorate degree in psychology or related field of study required.
Virginia licensure as a Clinical Psychologist required.
Strong professional background in applied behavior analysis and/or
psychology with an emphasis in mental retardation/developmental
disabilities, previous experience and ability in supervision of
other psychologists, and ability to work in an interdisciplinary
team setting. Considerable knowledge and experience in psychological
assessment procedures and tools, applied behavior analysis treatment
strategies/techniques, treatment of severe behavior disorders, development,
implementation, and monitoring of behavioral treatment programs, staff
training, and overall program planning. Working skills in organizational
and clinical supervision, interpersonal relationships, and policy
development. Demonstrated ability to work in a large organization,
makes decisions independently, and relate in a professional manner
to the public, clients, their family, and agency staff at all times.
Training in applied behavior analysis and demonstrated experience
working with persons with mental retardation and/or developmental
disabilities, treatment of severe behavior disorders, development,
implementation, and monitoring of behavioral treatment programs,
and staff training are strongly preferred.
Preferred Qualifications
Considerable post-graduate experience as a psychologist with
progressive supervisory experience preferred. Managerial or
supervisory experience, particularly in a treatment setting
for persons with mental retardation and/or developmental
disabilities is strongly preferred. It is strongly preferred
that the incumbent be Certified as a Behavior Analyst by the
Behavior Analyst Certification Board or be eligible for such
certification. Based upon business necessity (VA Code reference
Section 54.1-3601.4 and 19-2.169.5), it is strongly preferred
that incumbent be licensed as either an Applied Psychologist or
Clinical Psychologist.

Job Description
Serve as member of an Interdisciplinary Team serving adults with mental
retardation. Conduct functional and systemic assessments and develop
behavioral treatment programs. Train staff in implementation of programs,
monitor and evaluate individual's progress and program implementation and
write evaluation reports. Plan, organize and direct psychological services
for individuals; provide clinical supervision to assigned assistant and
Psychology externs in the development and implementation of therapeutic
habilitative programming; conduct psychological testing; writing
psychological reports and delivering psychotherapy.
Minimum Qualifications
Virginia licensure as a Clinical Psychologist required. Strong professional
background in applied behavior analysis, with an emphasis in mental
retardation/developmental disabilities preferred. Considerable knowledge
and experience in behavior analysis procedures. Experience with staff
training. Experience with program planning, development and implementation.
Preferred Qualifications
Managerial or supervisory experience, particularly in a treatment setting
for persons with MR/DD strongly preferred.
Demonstratable training and experience in neuropsychological assessment and
consultation preferred. Demonstratable eligibility for certification as a
Board Certified Behavior Analyst and experience working with persons with MR/DD strongly preferred.
